Vishal Mishra, IAS, in Conversation with the Veloxx Media on Building Resilient Tourism in Uttarakhand

Introduction

In an exclusive conversation with Veloxx Media, Vishal Mishra, IAS, Managing Director of Garhwal Mandal Vikas Nigam Ltd. (GMVN), shares deep insights into the evolving landscape of tourism in Uttarakhand. From sustainable infrastructure and digital transformation to proactive disaster management, Mishra outlines GMVN’s vision to position Garhwal as a global benchmark for eco-friendly and resilient mountain tourism.

Below are the given edited excerpts:

1. How does GMVN align its development roadmap with the broader vision of Viksit Uttarakhand @2047 and Viksit Bharat?

GMVN’s development roadmap is closely aligned with the transformative vision of Viksit Uttarakhand @2047 and Viksit Bharat. Our focus is on creating sustainable tourism models that balance economic growth with environmental sensitivity. By strengthening infrastructure, digitalizing our services, and developing livelihood opportunities for local communities, we are ensuring that tourism in Uttarakhand becomes both inclusive and globally competitive. The idea is not only to attract visitors but also to empower people and safeguard our natural heritage for future generations.

2. What is GMVN’s strategy to establish Garhwal as a global eco-tourism and adventure destination while preserving its fragile environment?

GMVN aims to establish Garhwal as a leading global eco-tourism and adventure destination by leveraging its unmatched natural beauty and diverse eco-resorts like Chilla, Tehri Eco Huts, Mandakini, Tip-n-Top in Lansdowne, and Asan Conservation Resort. We offer certified skiing, rafting, trekking, and camping, along with curated Himalayan itineraries. To preserve the region’s environment, we’re implementing Green Leaf Ratings and promoting seamless, tech-enabled visitor experiences—ensuring sustainable practices and positioning Uttarakhand as a global benchmark for responsible adventure tourism.

3. Given the region’s vulnerability to natural disasters, what proactive measures has GMVN taken to build disaster-resilient tourism infrastructure?

Every GMVN project is executed after thorough compliance with all regulatory and safety guidelines. We place strong emphasis on structural resilience, sustainable design, and environmental safeguards. Moreover, our teams work closely with disaster management authorities to integrate early warning mechanisms and robust evacuation protocols wherever necessary. The idea is to create infrastructure that is not only world-class but also prepared for the unique geographic and climatic challenges of the Himalayas.

4. Are there any AI, IoT, or cloud-based solutions GMVN is exploring to enhance predictive analytics, maintenance, or tourist safety?

GMVN is currently undergoing a major digital transformation. We have already developed and implemented digital solutions such as a Channel Manager for real-time inventory management across OTAs, and we have integrated digital messaging tools to improve customer engagement. Looking ahead, we are exploring AI-assisted chatbots to provide instant information, guidance, and solutions to tourists. The use of predictive analytics and IoT-based systems will further help us in areas such as preventive maintenance and enhancing tourist safety, making the entire travel experience seamless and future-ready.

5. What frameworks or SOPs does GMVN follow to assess environmental, operational, or reputational risks in tourism projects?

Every GMVN project undergoes multiple stages of approval before execution. At each stage, we carefully assess possible environmental, operational, and reputational risks. These checks are non-negotiable and form the backbone of our governance framework. This rigorous process ensures that our projects remain sustainable, transparent, and responsible, while protecting the long-term interests of both tourists and local communities.

6. What’s your long-term vision for a tech-enabled, resilient, and people-centric tourism governance model in Uttarakhand?

My long-term vision is for GMVN to serve as a benchmark in tech-enabled, resilient, and people-centric tourism governance. By adopting the latest technologies, ensuring robust disaster-preparedness, and keeping community engagement at the center of our initiatives, we aim to make Uttarakhand a global model for sustainable mountain tourism. Technology will act as the enabler, resilience will guide our infrastructure, and people — both tourists and locals — will remain our core focus.

7. What has been the most fulfilling moment for you personally in your journey at GMVN so far?

For me, the most fulfilling moments have been when we have been able to solve long-standing administrative bottlenecks that directly benefit our employees and stakeholders. I take pride in the fact that GMVN is adopting STPs, Green Leaf Ratings, and sustainable practices that respect our fragile environment. Leading GMVN’s digital transformation project has also been particularly rewarding, as it has enabled us to boost revenue while delivering far superior services to tourists. Each of these milestones reinforces my belief that GMVN is on the right path towards shaping the future of tourism in Uttarakhand.
