Dr Partha Biswas takes charge as Member of the National Commission for Scheduled Castes (NCSC), bringing academic expertise in defence and strategic studies, governance, human rights, and public policy to strengthen constitutional safeguards for Scheduled Castes. The Ministry of Social Justice and Empowerment welcomes his contributions to the Commission’s mandate of protecting social, economic, and educational development for SC communities across India.
A PhD holder in Defence and Strategic Studies from the University of Calcutta, Dr Biswas pursued advanced research at Jadavpur University and Kanpur University, complemented by a Post-Doctoral Fellowship from ICSSR at Jawaharlal Nehru University.[2] His publications cover defence policy, international relations, social inclusion, and democratic governance, positioning him to address institutional accountability and policy implementation gaps.
The NCSC, under Chairman Shri Kishor Makwana, investigates rights deprivation complaints, monitors safeguards, and advises on socio-economic development planning for Scheduled Castes. Dr Biswas’s policy research background supports the Commission’s role in evaluating progress, recommending measures, and promoting inclusive development nationwide.
His appointment enhances NCSC’s capacity to tackle contemporary challenges in SC welfare, education access, and economic empowerment through evidence-based recommendations and constitutional oversight.
