Mrs Debashree Mukherjee, a 1991-batch IAS officer of the AGMUT cadre and current Secretary in the Ministry of Skill Development and Entrepreneurship, has been assigned additional charge as Chairperson of the National Council for Vocational Education and Training (NCVET). This strategic leadership reinforcement positions Mukherjee to drive alignment between skill development policies and vocational training standards critical for India’s 1.2 lakh startups and 15 lakh skilling jobs ecosystem.
Mukherjee’s extensive administrative portfolio includes prior leadership as Secretary in the Department of Water Resources under the Ministry of Jal Shakti, Joint Secretary in the Prime Minister’s Office, Chairperson & Managing Director of Delhi Transport Corporation, and CEO of Delhi Jal Board. Her current responsibilities already encompass overseeing Skill India Mission implementation alongside an additional charge as Secretary in the Ministry of Micro, Small and Medium Enterprises, reflecting the government’s integrated MSME-skilling strategy.
NCVET regulates vocational education quality assurance through Assessment and Certification Agencies, ensuring 1,400+ qualifications across 36 sectors meet industry standards. Mukherjee chaired the 47th National Skills Qualifications Committee (NSQC) meeting, reviewing Awarding Bodies’ qualifications, National Occupational Standards revisions, and Micro-credentials expansion, critical for global workforce competitiveness.
This expanded mandate arrives amid India’s target of skilling 40 crore youth by 2027 through PMKVY 4.0, Apprenticeship Embedded Programs, and Recognition of Prior Learning frameworks. Mukherjee’s cross-sector governance experience uniquely equips her to synchronise vocational standards with emerging demands in AI, green jobs, and digital economy sectors.Â
