Phase Two of Parliament’s Budget Session Begins Today, Taking Forward Key Debates on India’s 2026–27 Union Budget and Financial Legislation

Phase two of the Budget Session of Parliament begins on March 9, as both Lok Sabha and Rajya Sabha reassemble after the mid‑session recess. The Houses take forward discussions on the Union Budget 2026–27, examining how the government plans to raise and spend money in the coming financial year. Members of Parliament actively debate expenditure priorities, taxation changes, and the broader economic vision laid out in the Budget speech.
During this phase, the Houses take up Demands for Grants of key ministries for detailed discussion, while the remaining demands pass together toward the end of the session. The Finance Bill, which gives legal effect to the budget’s tax proposals, also comes up for consideration and passage and becomes a central focus of the government’s legislative agenda. This makes the second phase of the session crucial for turning budgetary announcements into binding fiscal commitments.
Alongside financial business, MPs use Question Hour, Zero Hour, and themed debates to raise pressing national and constituency issues. The government seeks to defend and advance its growth‑oriented and welfare initiatives, while the opposition challenges assumptions on revenues, deficits, and social sector allocations. The productivity of this phase depends on how effectively the Houses manage this blend of legislative work and political contestation.
